Procedure of paying for parking services in Riga to be improved with introduction of euro
It is planned that as of January 1, 2014, the lowest parking tariff will be in zone D, which will mainly include Riga districts: up to EUR 0.85 for the first hour and EUR 1.44 for each consecutive hour, but the highest tariff will be in Old Riga’s R zone – up to EUR 4.27 for the first hour and EUR 7.11 for each consecutive hour.
Given the fact that in the summer season Old Riga residents often cannot park their cars at their place of residence (e.g. due to street cafes), the holders of resident’s cards will be allowed to use any parking-lot in the old city. Keeping pace with the development of new technologies, now it will be possible to use not only SMS, but also mobile applications available in smart phones to pay for parking services in Old Riga.
As after the introduction of the euro the minimum parking time of 15 minutes will not cost a round amount and will be quite inconvenient to deal with, it was decided to replace the time minimum by minimum amounts, according to tariff zones.
The amendments also introduce a new V zone in Vecāķi, which is necessitated by different practices of using parking services there (the parking services are mainly used all the day long by those visiting Vecāķi beach).
The usage and the procedure of payments for holders of one-moth cards, resident’s cards and user’s cards will be also specified. To prevent misunderstanding about the rights of post-paid clients to use the parking-lot, it was also established that a post-paid client has the right to use the parking-lot referred to in the parking-lot statement in the day referred to in the parking-lot statement.
The following tariffs will be applied in Riga municipal parking-lots after the introduction of the euro:
- In A zone, which is limited by Krišjāņa Valdemāra Street, Kalpaka Boulevard, Merķeļa Street, Marijas Street, 13th January Street except for the 11th November Embankment), the tariff for the first hour will be EUR 1.99 and for each consecutive hour EUR 2.85. The minimum amount payable for parking services in A zone will be EUR 0.50;
- In B zone, which is limited by Eksporta Street, Hanzas Street, Pulkveža Brieža Street, Dzirnavu Street, Krišjāņa Valdemāra Street, Lāčplēša Street, Marijas Street, the tariff for the first hour will be EUR 1.42 EUR and for each consecutive hour EUR 2.28. The minimum amount payable for parking services in B zone will be EUR 0.35;
- In C zone, which is limited by Hanzas Street, Krišjāņa Valdemāra Street, Aristida Briāna Street, Tallinas Street, Aleksandra Čaka Street, Matīsa Street, Valmieras Street, Satekles Street, Dzirnavu Street, Puškina Street, Krasta Street, the 11th November Embankment, the tariff for the first hour will be EUR 1.14, and for each consecutive hour EUR 1.71. The minimum amount payable for parking services in C zone will be EUR 0.30;
- In V zone, which is limited by Pludmales Street from Mazsalacas Street to Kāpu Avenue, by Kāpu Avenue from Pludmales Street to Šalkones Street, by Šalkones Street from Kāpu Avenue to Garciema Street, by Garciema Street from Šalkones Street to Paceplīša Street, by Paceplīša Street from Garciema Street līdz Mazsalacas Street, by Mazsalacas Street from Paceplīša Street to Pludmales Street, and which also includes Pludmales Street from Mazsalacas Street to Mangaļu Avenue and Mangaļu Avenue from Pludmales Street to the railway, the tariff will be EUR 1.40 per day. The minimum amount payable for parking services in V zone will be also EUR 1.40.
The proposed amendments will be considered by Riga City Council and will take effect on the day of introducing the euro.
